Regulation (EU) 2021/2115, consolidated in 2024, sets the framework for CAP Strategic Plans under the Common Agricultural Policy for 2023–2027. It establishes rules for Member States to design integrated plans financed by the European Agricultural Guarantee Fund (EAGF) and the European Agricultural Fund for Rural Development (EAFRD). The 2024 update strengthens requirements for sustainability, digitalization, and performance monitoring, ensuring alignment with EU targets on greenhouse gas reduction, soil health, and resource efficiency.
CAP Strategic Plans integrate measures for organic farming, precision agriculture, and circular practices, fostering competitiveness and environmental protection. By linking funding to measurable outcomes, the regulation ensures accountability and accelerates the transition toward sustainable food systems.
Relevance to bio-waste and/or circular bioeconomy:
CAP supports biowaste reuse through composting, anaerobic digestion, and soil improvement measures. It promotes bioeconomy practices in agri-food systems, including biobased inputs and farm-level circularity. Funding under EAFRD enables investments in organic waste treatment and renewable energy generation, making CAP a key driver for circular bioeconomy integration in agriculture and rural areas.
