This handbook helps local authorities transition from linear to circular waste systems by improving bio-waste management. It outlines how municipalities can “narrow, slow, and close” biological cycles through prevention, redistribution, and valorisation strategies. Based on the CityLoops project, it combines practical tools, policy recommendations, and real-world examples from cities such as Apeldoorn, Porto, and Seville. The guide emphasises decentralised approaches—like home and community composting—while also addressing the need for efficient collection and treatment systems where decentralisation is not viable. It is structured around two dimensions: implementing circularity and enabling circularity through cross-sector collaboration, policy alignment, and community participation. The handbook serves as both a practical guide and an entry point for decision-makers and technical officers to embed circular bioeconomy principles into local waste management systems.
