The Joint Research Centre (JRC) is the European Commission’s science and knowledge service, providing independent scientific advice, data, methodologies and tools to support EU policy development and implementation. It conducts multidisciplinary research in areas including environmental science, circular economy and sustainable resource management, covering bio-waste valorisation.

Through its Circular Resource Management portfolio, the JRC assesses how circular strategies can reduce waste, enhance recycling and decrease reliance on primary raw materials, supporting the EU Circular Economy Action Plan. It develops assessments, life-cycle methodologies and techno-scientific proposals, such as end-of-waste criteria, to inform policies enabling composting, anaerobic digestion and improved organic waste management. JRC also evaluates the socio-economic and environmental impacts of circular policies, producing reports that underpin regulation and guide resource-efficient solutions for organic and municipal waste streams across Europe.
