EU Food Waste Reporting Format Decision

Commission Implementing Decision (EU) 2019/2000

This Implementing Decision establishes a standardized format for Member States to report food waste data and submit quality check reports under Directive 2008/98/EC (Waste Framework Directive). The aim is to ensure consistency and comparability of food waste data across the EU, enabling reliable monitoring and supporting progress toward waste prevention targets.

The decision complements the methodology defined in Delegated Decision (EU) 2019/1597, which sets calculation rules for food waste measurement. It requires Member States to provide annual data on food waste generation at different stages of the supply chain, including production, processing, retail, and households. Quality check reports must verify data accuracy and compliance with EU standards.

By harmonizing reporting practices, the decision strengthens the EU’s ability to track progress toward reducing food waste by 50% by 2030, in line with the Sustainable Development Goals and the Circular Economy Action Plan. It also supports evidence-based policymaking and resource efficiency.

Harmonized food waste reporting improves data quality for organic waste streams, enabling better design of prevention, collection, and treatment systems.
