The SIRCLES policy toolkit provides a practical framework to support municipalities in improving bio-waste collection and composting systems within a circular economy approach. Drawing on the implementation of seven pilot plants in Mediterranean countries, the toolkit translates hands-on experience into structured guidance that integrates technological solutions, regulatory considerations, and awareness-raising strategies. It is designed to help local authorities adapt composting models to diverse legal frameworks, territorial conditions, and varying levels of citizen engagement.

The toolkit outlines the core principles of the SIRCLES model, explains its methodology, and distils lessons learned from real-world pilots. It highlights key success factors such as strong institutional involvement, stakeholder collaboration, private sector participation for financial sustainability, and continuous public education. It also provides policy-oriented recommendations, including prioritising awareness campaigns, analysing local supply chains, fostering community participation, and introducing incentive mechanisms to improve waste separation quality.

It addresses social inclusion by promoting skills development and job opportunities—particularly for NEETs and women—in the circular bioeconomy sector. Overall, the toolkit serves as an operational roadmap for building sustainable and resource-efficient urban bio-waste systems.
