This document proposes unified quality standards for bio-waste entering biological recycling facilities in the EU, in alignment with the Waste Framework Directive. The quality of bio-waste directly affects the production of compost and digestate, serving as both a driver for high-quality outputs and, if requirements are overly strict, a barrier to implementation. The document reviews current national approaches across EU Member States, including methodologies for compositional analysis and defined impurity limits, and draws on expert consultations to shape practical recommendations.
A central focus of this proposal is the development of a harmonised methodology for physical analysis of bio-waste, particularly regarding impurity content, supported by a review of best practices, literature linking input material to product quality, and relevant Key Performance Indicators. Stakeholder consultations, workshops with the Advisory Board, and input from ECN’s separate collection task group informed proposals for maximum impurity targets and assessment procedures. The deliverable also integrates findings from previous LIFE BIOBEST guidelines on separate collection and quality promotion of compost and digestate.
Targeted at authorities and organisations at local, regional, national, and EU levels, this proposal provides practical guidance for implementing standardized quality controls, aiming to improve consistency, transparency, and efficiency in bio-waste recycling across the EU.
