D3.3: Policy Recommendations for Implementing Circular Bioeconomy in the Pilot Areas

The report presents a comprehensive set of policy recommendations aimed at advancing circular bioeconomy practices and sustainable bio-waste management across Europe. These recommendations are derived through a structured methodology that combines a regulatory drivers-and-barriers analysis with feedback from local stakeholders and international experts, and insights from good practices and legislation in EU countries beyond the pilot regions. The analysis covers multiple governance levels—EU, national, regional, and local—across Bulgaria, Italy, and Spain.

Of the 94 recommendations, 30 are general and applicable to all types of bio-based value chains. They focus on broad enabling conditions such as improved data systems, coherent regulatory frameworks, supportive market mechanisms, public awareness, and structured stakeholder engagement. The remaining pilot-area-specific recommendations address the particular needs of the three value chains studied: municipal bio-waste to biomethane and bioproducts in the Metropolitan Area of Barcelona, forestry residues to bioenergy/biochemicals in Pazardzhik Province, and agro-industrial by-products to novel food or biochemical products in the Metropolitan City of Naples. Together, these recommendations provide both cross-cutting guidance and tailored actions to strengthen the circular bioeconomy in diverse regional contexts.
