Tools and Resources for Cities and Regions
The toolkit “Collection and Valorisation of Urban bio-waste” provides cities and regions with practical guidance to improve how they collect, manage, and transform bio-waste into valuable products. It highlights that bio-waste—Europe’s largest municipal waste stream—holds significant potential for creating safe, sustainable bio-based products such as bioplastics and biofertilisers, yet most of this material is still lost to landfilling or incineration due to limited separate collection. The toolkit explains the implications of the EU requirement, effective from 1 January 2024, mandating separate bio-waste collection or recycling at source. It identifies the key elements shared by the most successful bio-waste-collecting cities: continuous awareness-raising campaigns, door-to-door collection systems, and economic incentives like pay-as-you-throw schemes. To support local authorities, the toolkit compiles step-by-step methodologies, best-practice examples, and practical guidance for designing or upgrading separate collection systems. It also showcases the HOOP Urban Circular Bioeconomy Hub, which offers factsheets and digital tools covering technologies for bio-waste utilisation, alongside project development assistance from HOOP experts. Through these resources, the toolkit helps cities accelerate their transition toward circular bioeconomy models and fully recover the value of urban bio-waste.
