Fixed household fees (different tariffs for door-to-door vs bring-point collection towns); PAYT planned for 2025; certified compostable liners (EN 13432) provided; quarterly route-specific waste characterisation by ARC.

Evidence of success:
(2020 data) 70% MSW separate collection rate. Kitchen waste: 125 kg/inhab./yr. Impurity 0.6–5%. Only 2.5% kitchen waste remains in mixed fraction.
